Hot air balloons are made in a wide range of sizes. The smallest can hold only the pilot, while larger ride balloons can hold 14-16 passengers.

All balloons have a maximum allowable weight they can carry, and high altitudes and high outside temperatures reduce the amount of weight a balloon can lift.

Some companies may have a maximum allowable weight per passenger, while others might charge more for those over a certain weight (since the number of passengers may need to be reduced to accomodate heavier passengers).

The company you fly with is the only one who can provide more detailed answers since the size of the balloon, maximum weight, region they are flying in and other policies vary from company to company.
