Yes, although balloonists seldom do because of decreased visibility and the requirement for instruments and lights. Most balloons are certified for day flying only, and some insurance policies don't include coverage for night flight.

While night flights can be done, the extra trouble, regulation and expense make night flights a rarity.

When balloons do fly after dark, they usually launch very early in the morning before sunrise then stay airborne until after dawn. This provides plenty of light for safe landing. These flights are commonly called "dawn patrol".
